The Finnish town of Kuopio has made an offer for the 45 per cent stake in energy company Atro which is for sale, newspaper Savon Sanomat reported.

The executive committee in the town decided on Monday to ask the town council to approve a loan of EUR 60m in order to finance the acquisition.
