Spanish government officials believe that delays in creating a pan-Iberian electriicty market next year are due to lack of interest among Portuguese government officials, Spanish daily El Pais said.
Differences in the degree of each market's liberalisation, the number of utilities, and prices have blocked agreement on uniting the countries' electricity networks, the paper said.
