Finland's consumer appeals council has recommended that Fortum pay back part of the distribution fees which a customer in Järvenpää paid five years ago. The recommendation is a result of the Energy Market Authority's ruling that Tuusulanjärven Energia's grid charges were unreasonable in 1999, newspaper Helsingin Sanomat reported.
